Foreign Office, April 14, 1909. RUSSIAN proceedings in regard to the railway Settlements at Harbin (sec Sir J. Jordan's despatch No. 77 of the 17th February).
You might, if you see no objection, call the attention of the Japanese Government to the untenable nature of the pretensions urged by Russia, and express the hope that Sir J. Jordan will, when negotiations commence at Peking, receive the support of their Minister there, as it is desirable, if possible, in this matter to bring Japan into line with the United States and ourselves.
A few days ago I informed the Japanese Ambassador that the Russian claim was considered untenable by His Majesty's Government, and he told me that the South Manchurian Railway Company would lease their land to foreigners, who would be called upon to pay for the upkeep of roads, &c. These payments would, however, be a condition of the lease, and from what His Excellency said I understood that no claim to jurisdiction would be made.
